
The global human rights landscape has hit a “tipping point,” according to the Human Rights Watch (HRW) World Report 2026. The report warns that the world is currently locked in a “democratic recession,” with nearly 72% of the global population now living under autocratic rule—a level of regression not seen since the mid-1980s.
The Challenge of a Generation: Breaking the Authoritarian Wave
Philippe Bolopion, the executive director of Human Rights Watch, describes the current surge in authoritarianism as the “challenge of a generation.” The 529-page annual assessment highlights how the system designed to protect universal freedoms is under “relentless pressure.”
According to the report, 2025 served as a catalyst for this decline, particularly within the United States. Bolopion noted that the Trump administration has carried out a “persistent and pervasive assault” on the key pillars of American democracy and the rules-based international order.
Strategic Assault on Checks and Balances
The HRW report catalogues a systematic effort by the second-term Trump administration to concentrate executive power. Key findings include:
- Undermining Elections: Persistent attacks on the sanctity of the voting system.
- Judicial Intimidation: Deliberately defying court orders and attacking judicial independence.
- Targeting Dissent: Using government power to intimidate political opponents, the media, civil society, and even cultural figures like comedians.
- Civil Liberties: A sharp rise in deportations to countries where individuals face a high risk of torture.
